Your analysis from the design stand-point makes sense. Also, I just realized - I suppose for surface visits, is why the Aquarius ship also exists.
But that's only in the Tactical version of the Odyssey Class. The Star Cruiser, Science, and Operations versions don't have an Aquarius Class Escort from the factory. You need to install the [Console - Universal - Aquarius Escort] to do that.
It would seem to me that if the Aquarius Class Escort was included for atmospheric excursions, it would be included in the Science or Operations versions. The last version that would need a planetary exploration vehicle would be the Tactical version. I have no proof of this, but it's my guess that the Aquarius Class Escort is strictly for tactical superiority, not for exploration.
I do, however, agree that the Aquarius Class Escort seems more suited to actually landing, though I cannot find anything that shows they have landing struts.

We can either accept the design philosophy or Cryptic's Business Model philosophy of offering more than 1 console in a single 3K zen purchase.
But - let us consider the "Cryptic" ship requisition, the design of ANY variant of Odyssey remains unchanged. If Odyssey were to exist in the prime universe, I'm sure all variations of it would include it.
The reason for that would be the way the aquarius is designed at the stern of the ship to be docked right there and to be part of the main design's external hull, it definitely would be there as a standard.
In the design, if the Aquarius is actually missing, this is how the ship design changes:

All the variants, don't have that gap. So, the Aquarius model is present in the ship design - it's just Cryptic asking you for the money to access it, is all

There is actually another variant of the Odyssey, the original one from the Anniversary event, which is different again.
It's quite similar to the non-Aquarius shape, except that the gap is clearly laid out as a shuttle bay and landing approach.

It says in the STO Wiki:
Odyssey Tactical Cruiser
In this extended period of conflict, the Starfleet Corps of Engineers were tasked with developing a cruiser with additional firepower. The
Odyssey Tactical Cruiser is a unique development that emerged from this goal. While the EPS systems were tuned to provide superior power to weapons,
the standout feature is the wholesale replacement of the secondary shuttle bay with a specially designed Aquarius-class escort.

It seems the secondary shuttlebay is a modular unit that can be swapped out for other things. Much like the bridge modules are designed to be replaced from time-to-time with upgraded units. Remove the shuttlebay, insert Escort.

I personally prefer to think along the lines of standardization of designs - as that's what ships in TV show / Prime movies were oriented towards. So that's where my thought for reasoning ends up towards.
At the end of the day, I just feel consoles are something purely for STO which seldom would add towards ship design. For example, in TNG, technically - the Ent D did use a phased-cloaking "console" regardless of what STO has to say about it.
It's why I'm open minded towards whether ships can land or not, or other ideology other than what STO has imparted in the game - as while what STO explains is great, but they've nicely done so to support their business model primarily, in my opinion either way!

I dig what you're saying. I do. Four versions of a ship is better than one to lure the Pokemon Masters out there. It doesn't make any sense for Starfleet to build four slightly different versions of a ship. That's why there are science vessels, escorts, cruisers, blah blah blah blah. You need a Borg killer, load up some Defiant Class ships and go kill some Borgs. Need to evacuate a planet? Get some transports and go to town. But to have the largest ships of the day loaded up with slightly different equipment turns them into jacks of all trades, and masters of none. There aren't 16" guns on modern aircraft carriers (but a rail gun on a swivel mount would be AWESOME!).
My Mercury Pilot Escort does one thing. It goes pew pew pew pew while making tight circles at high speeds. I'm not going to be doing planetary surveys from astrometrics in this thing. There is also no reason for it to ever land. There are other ships for that. I just don't think the Odyssey Class needs to land either, so that ability was never put into the design.

I also think that the crash in Generations wasn't what they're talking about as far as atmospheric.
IF the drive section was attached, they saucer sections of many Starfleet ships have wing-like shapes. I'd imagine they'd created low pressures over the upper surface and high pressures below. They'd at least make it EASIER in atmo.

Well the landing place was not optimal hitting all the mountains causing heavy structural damage so a flat surface like water or a dessert might have saved the ship.
Is the "dessert" pie or cake? (Sorry... I had to! Just too funny to me!)
What I really need is a cupholder and a couple of Advil.-Quincy Taggart
