Well going off what I have watched from TNG it appears that Trois quarters are part of the general living areas, as the layout of her room and the exterior corridor are similar to what we see with lower personnel and families. I would say that she would be living around about decks 3-4.
Maybe if you go back and watch a few TNG episodes you could figure it out by hearing what actors say to the lift. But also this would be on a Galaxy class and not a Sovereign so the deck layout may change.
And finally, we do see Troi at every staff meeting at 08:00 hours and she does technically hold the rank Lt. Command (I think but I may be wrong) but it is never shown as she always wears civilian cloaths.

Going by that deck layout you posted, when Lt. Cole was spazzing out in the turbolifts, he probably wanted like, decks 15-17, right?

You know, using Troi as a sample gives me mixed feelings, yet she's also the only canonical source. She was Lieutenant at the start of TNG, and earned LtC along the way and (iirc) she wore the standard uniform officially within the series. I'm not sure why she wore the jumpsuit otherwise, short of selling some sex-appeal to male audiences.
And believe me when I say the Star Trek Continues should be considered canon, where the writers decided to have a counselor position added to the Enterprise with the express intent to bridge the TOS to TNG in this regard. But that is for another thread.
For Ares, as it is in the near future to TNG, then I prefer to think the position is an iteration (so to speak) to Troi's role, but more ... formal?
REGARDLESS, based on Kirk's response above, I may settle for somewhere on Deck 4 as that also houses the Junior Officers quarters, in case anyone doesn't think the Chief Counselor is a Senior Officer . It'll be a walk to the offices on Deck 3 but ... meh.

Counselor Troi is an interesting example. In the series, she started as more regulation and went more civilian until the movies brought her back to be more regulation Starfleet. That's the key, I think. As Starfleet isn't supposed to be a true military organization. And Deanna had to 'work' to get her qualifications to stand a bridge watch.
As for her attire, uniform... some of it was indeed for showing some feminine style, but I do believe it was more for practicality. If you are counseling someone, sometimes a 'uniform' can be intimidating. It's why diplomats don't wear military-style dress or uniforms. Same can be said to those who provide therapy and counseling. The civilian attire puts people more at ease when you are trying to get someone to 'open up' about something personal.
I see the Ship's Counselor *is* a Senior Officer, or at minimum a member of the Senior Staff. In my eye, they are the Captain's advisor in contact situations and in regards to crew well-being/morale. The Counselor is an important role on a Starfleet starship, just as chaplain's are to current military organizations. A crew's well-being usually translates into a harmonious and efficient crew. Also, the Counselor reports directly to the Captain, where a Federation Diplomat reports to someone outside the ship captain, typically. A Ship Captain's goals and the goals of a Federation Diplomat may not always neatly align. Whereas a Ship Captain and their Counselor would nearly always should.
