I finally got the Bajoran Interceptor - this means I have the D.O.M.I.N.O. console. After a review of other builds, I decided the Temporal Disentanglement Suite gets replaced.
I also swapped in the Quantum Phase Torpedo to take advantage of using the console for the 2-pc. I also decided to manually fire this weapon to develop more playtime control. As my Generalist Skill Tree has Drain, this may be a beneficial change (and keeps the ship reasonably canon-esque).
Also, as I also slotted EPG into the Skill Tree, and keeping the Resolute starship Trait, then I'm keeping the LtC Eng seat to have OE1 & 2 and Aceton Beam. To that end, with all that Radiation being coughed out, RSP got swapped out for Endothermic Inhibitor Beam.
Also, the Rep Trait Piezo-Electric yadda yadda got swapped out for "Auxiliary Power Configuration - Offense" as I bumped up the Aux power to help with EPG.
Ultimately, I am settling on using the Kraken Build doctrine for CD management. Doing so frees up the DOffs to do what I prefer versus being locked into using specific types. Naturally, not using A2B, or having Krenim BOffs in the Tac and Sci seats means I need to find other ways to help with that CD.
I'll post an updated build after I do some DOff shopping, but as of yesterday, this was working very well for my piloting abilities, having done the Breach, some Red Alerts and a PUG ISA.

oh, I'm trying, so far i'm making a lot of progress on the build Bridger is helping me with, so much so I've abandoned my other builds with my ECR-T5U and Manticore for the time being.
Its also nice to see someone else using pulse phaser beam arrays.

I agree, while I'm using them until I'm at a high enough level to craft phasers with [Pen], just so much more tempting to keep them since I look their look, though Sensor-Linked phaser Emitters do look pretty good.

Build Considerations:
As above, the goal for the build is to be a “support” role: making it easier for others on the Team to do their desired jobs. This is fun for me and my preferred playstyle. As such, I designed the build for less maximum personal DPS and more allowance to let others maximize their own.
Pulse Phasers are used for the damage resistance rating proc ( -DDR to target, +DRR to self). Although procs are basically worthless, IF this activates even once, then it’s good for everyone. And it’s canonical to the ship, pre DS9). Pulse Phasers also have an Omni-Beam which allows more time-on-target than a beam array.
Keeping to the Phaser type, the Prolonged Beam Array is considered the second-best weapon in the game (best being a Disruptor type). The Trilithium-laced Omni-beam adds to the time-on-target idea, is a Phaser type and it’s console adds wanted EPS along with weapon haste.
Cruisers tend to be slow turning, so for broadsiding, finding maneuverability is important. The Prevailing Engines grant a short-term boost to turn and speed when a BOff hull or shield heal is applied. To this end, there are four avenues. If I change the Elite Fleet Core to the Bajoran Core (once owned), then I may swap out Plasmonic Leech for the Tachyokinetic Converter for the +Turn and small increases to CrtH and CrtD.
For BOff cooldown management (CDM), I am relying on a mix of Skill Tree Readiness and Kremin Bridge Officers, based on the Kraken Build doctrine. With three heals sitting in the Engineering abilities, then lowering recharge time is key to maintaining speed and turn through the engines, as above. Tactical and Science abilities are lowered through Readiness skills as well. With fewer Tactical and Science BOff abilities available, the “work” in this build comes from Engineering. As described in the link, these means my DOffs play a less active role as their chance to do X is less relied upon, as needed for A2B, Dragon and Drake builds.
Having said that, the Starship Trait Improved Weapon Emitters (along with the Temporal Operative Secondary Specialization) allows for a quasi-radboat to be used. So, four abilities are dedicated in this regard with two being Overwhelm Emitters; having a copy has about a 90% uptime even with no other CDM available. Removing this Trait will certainly allow for more “traditional” abilities to be used, like Auxiliary to Battery and likely increase my DPS. Again, I’m trying to support other players by not chasing the highest DPS numbers, while also trying to keep my own efforts respectable.

Aaand Solaris is pure gold now.
This has taken months of patience and some money. Phoenix Packs were bought for the upgrades, R&D packs were bought (to try and get the T6 Connie) while also providing boosts. The Omega event made about 21 of those powerful upgrades. SO, after all that I was able to get 12 items from at least Very Rare to Epic and even re-engineer all weapons to have the [Crtd/Dmg] mod.
Next Upgrade weekend will see Scarlett's Ground gear become shiney
