Even though the Phoenix Tech Upgrades cost 0 dilithium, I should still wait for an upgrade weekend? I have like 200 hundred of themPhoenix Tech Upgrade Kits are relatively easy to get compared to Omega Upgrades. Although standard quality chance, they have 51K research points, so each one goes a long way. Add the Research Weekend bonus and they are more awesome.

Depends on what your upgrading in my opinion, If its a few things then by all means have at it, however if its a full upgrade of 80% of your gear then I recommend waiting til the next Upgrade weekend, especially if its token heavy like weapons and such. Another thing to take into account is re-engineering, once you get the things upgraded your probably gonna want to re-engineer them with the mods you want, which means taking into account salvage and dilithium cost. I'd suggest waiting until the next upgrade weekend, that way if you have to do any major re-engineering you'll have time to save up the dilithium and scrap you'll need.

The one exception I'll make to that is, any weapons you're sure are "keepers", get them up to Mk XV ASAP (but still save rarity upgrades for an upgrade weekend). The difference in pop a weapon gets with each step past Mk XII is very noticable, IMO.

For what it's worth, I disagree. Always wait for an upgrade weekend.
Unless you're being forced to run HSE, I don't know what you'd be doing that absolutely needs Mk XV immediately.
It's literally a 100% difference in dilithium costs.

What is the best way to stockpile superior tech upgrades. is it cheaper to buy them off the exchange or to craft them? Are experimental superior tech worth it? I have a whole lot of salvaged technology. what should they be used to craft?

The Pen mod is highly desired, short of using Sensor-linked weapons (which can't get the Mod but have other attributes that assists compensate for what [Pen] does to DPS.
