U.S.S. LEVIATHAN - SOVEREIGN TANK MK VII
INTRODUCTION
Greetings UFP,
I like to share my canon Sovereign build on my main engineer character T'Tan. Maybe someone can find something useful in it. First off, I like to thank Bridger for his help and advise he has given me personally or via his great build posts on the forum. Additionally, Reddit forum and chatting in-game has given me much input into this build.
The Leviathan is a Tank build intended also to contribute significant amounts of damage, usable in all Elite story content and pugged STFs. As canon appearance is quite important to me, I chose Phaser and Quantum Torpedo weapons suitable to Sovereign Class starships and their descendants. For story content I also tent to have a Wide-Angle Quantum Torpedo in aft.
When I started to build my ships more professionally, the goal of this build was to score 100k DPS in an ISA PUG while being able to sustain the majority of Attacks In.

CONCLUSION
This build is the first one I feel entirely pleased with concerning its performance and feeling. Current ISA DPS record is 112k DPS with 81% AtksIn. Highest score in ATKS-In is 92%. The average score in ISA PUGs oscillates around 90k DPS and 70% ATKS-In. Specifically for HSE queues there are some adjustments needed to make this ship main tank material, but I am still learning and experimenting for HSE.
Of course, any comment, question, or advise is welcome.

Any suggestion for improvement? I am still grinding for the DPRM console to replace the Assimilated Module.

You are welcome, it is a good build and I like to see what others do and learn from them, and this is what you should consider:
1.) Since you are a tank and try to have all the agro all the time I would try Reciprocity this could improve your cooldowns further
2.) OSS is a nice ability but since you are no longer using the full Iconian Set you lost the build in Hot restart abilities of it so OSS could be a potential drawback when a subsystem goes off-line and with S13 the power levels are not that important anymore.
3.) Your setup works very well on the Intel Sovereign but could work even better on the Command one
4.) The two points you have in the Coordination protocols could work better in the Tactical Readiness

Ok let's see:
To point 3 the Command Sovereign has access to Rally Point Marker which is very powerful and can keep you alive.
To point 4 in STO agro is still produced by doing DPS and that has not and will not change so being able to fire more often will produce more agro and will help to create agro even when a high DPSer is in the match.

Unfortunately, I do not have the Phantom to try Reciprocity.
Considering cooldowns I just ran the build through a calculator and what I currently have should bring almost everything close to global by the following:
- Krenim Engineer
- Attrition Warfare II (Strategist spec) with Threatening Stance on
- Half-Batt setup (1 AtB I, 2 purple Technicians)

Definitely see your point here. Still, I appreciate the positive effects over the negative. I use to take care of weapons offline (the only subsystem offline that really hurts) by the Weapons Capacitor from the Terran Warp Core.
What would you choose over OSS apart from RPM on the Command variant?

Good point! RPM could be very useful, especially for HSE! Now I definitely need to buy me a Fleet Vizier.
RPM requires you sit still to maximize benefits, so would Anchored by a preferred Trait to have? Say, swap Fleet Coordinator?
Anchored is a very very good trait that I use on all my builds but I would probably replace Self-Modulating Fire
Interesting idea I have not considered yet, especially the combination of RPM and Anchored! I am a little concerned about the -DRR from the trait considering this is intended as a tank, but in combination with RPM it might be feasible.

This is the reason which will probably force me to switch to a Tactical toon at some point.

Overwhelm Emitters is another good Command ability.
WHICH I use two copies of (for 100% uptime) as my ship is on a sorta-Radboat build. I recommend it, but may not improve DPS noticeably. Maybe.
Side query for T'Tan - in your sig is the blue highlights from the OMEGA shield?

Overwhelm Emitters is good, but I do not see what to dump in favour of it. KCW, TT, APB, APD, FAW, TS are all crucial to this build. Maybe instead of OSS/RPM. I will definitely play around with RPM a bit first, mainly for Hive queue.
Side query for T'Tan - in your sig is the blue highlights from the OMEGA shield?
It comes from the Prevailing shield visuals IIRC. Issue with those are, that the neck section is bugged for the Archon hull. Therefore, I switched back to MACO shield visuals after taking the screenshot for my sig (wow - auto correction almost let me write this with a D instead of a S )

Wow I really like this build (and your choice in ship cosmetics too). I really need to take part in an event to get the special consoles/ships. I keep missing them and always have to wait for the Pheonix prize packs.
Like the mix of space gear too. I've been advised on either the Terran or Fleet Spire warp cores too, so its nice to see more players in the fleet mixing different space sets.

Thank you! Canon appearance and Star Trek feeling is very important to me. I will also work on my take on the Excelsior soon if I find the time.
Well, the recent events had some fine stuff. Regarding the Terran core vs. the spire core, I do not see too big of a difference, I tried them both. The spire one might be the better choice for non-engineer captains due to power reasons, but I guess Bridger is the one to ask about it.
