Are you sure STO is being allowed access through the firewall? Maybe Windows 10 have been amusing and changing it's own settings like always and blocks it..

funny thing is that STO/ARC/PWE isn't event listed on the allow through firewall box... but Star Wars The Old Republic is...

Well we've found your problem them. It's going to be a bit difficult for me to explain, since my Windows 10 is in Norwegian I have to translate it. So it might differ a bit from what you see on screen.
Step 1:
Go to the Windows Defender Firewall. You can search for it through the start menu.
Step 2:
Click on the "Allow an app or function through the firewall" or words to that effect on the left side of the window, should be on the top of the list.
Step 3:
That should open a window with a list of what's being allowed through the firewall and what's being blocked.. Click on the "Change Settings" button.
Step 4:
Click on the "Allow another app" button and select "browse", find the installation folder for Star Trek Online, it should be in program files under arc games. Click on Star Trek Online.Exe and pick that.
Step 5:
Click "browse" again and go back to the Star Trek Online folder, this time click on the folder inside Star Trek Online also called Star Trek Online, then click on the Live folder followed by x64.. Inside the x64 folder click on the gameclient.exe
Step 6:
Once you got those two.. Star Trek Online.exe and gameclient.exe in the firewall, select so they are allowed through, then try the game again.
Like this kinda. Just add the Star Trek Online.exe and gameclient.exe like this guy added the ccinstaller.

From someone who's messed around with software for ages.. I've met a lot of problems, these days I actually reinstall Windows instead of trying to troubleshoot problems. When you're used to it, it doesn't take long.

I've had to reinstall windows several times and over the course of doing so. I've learned that organization and preparation help the process run smooth.
Use a external hard drive to store things like your bookmarks file, links to your app downloads, your downloads, documents, pictures, music and anything else you know you'll lose during reinstall process.
Once it's done with the initial reinstall...be patient, you're about to experience the update wait. Then get the antivirus going and get rid of the windows update stuff that's left over at the end. Then after each app or software install, save and restart. Even though I'm used to it, it still seems to take forever.

Did you try re-installing the game itself before you re-install Windows?
I've actually never had to re-install my Windows 10, despite the fact that all my games are on a secondary SSD. I'm running the latest Windows 10 Autumn or Spring or whatever they call it, and run STO using their ARC platform. I remember 3 years back I switched from STEAM STO to ARC for these exact reasons you said and didn't have issues moving forward.
