You can use the bulleted list button in the WYSIWYG editor or you can do what I do when I do the patch notes: ALT+7 and [indent] and ALT+9.

Base level text. This is normal text that discusses something important that you should really pay attention to because I wrote it and you'll probably find it to be either:

• Humourous

○ Again, because it is.

And we're back to the base level text.

If you continue to embed [indent]s, you can add different lead characters (or not) for level clarity:
