I think he started as an interesting character but although he was always a bit sarcastic and 'negative' he just became a full blown whiner too focused on his golf and his singing, oh yes and trying to get in to 7 of 9's underwear.
The whole holographic rights and opression stuff just annoyed me for two reasons, firstly I think the 'Measure of a Man' TNG episode did it better and secondly with Voyager I think they got lazy and re-used it too many times ('Flesh and Blood' 'Revulsion' 'Virtuoso' 'Author, Author' etc).
With the Doctor so often feeling opressed and sorry for himself I found him to be not such an interesting character.
He is by no means my least favourite though, that honour is reserved for Dr Crusher, I didn't find her a particularly interesting character and she spawned Wesley, the definition of Epic Fail.
McCoy would probably be my favourite with Pulaski and Bashir not far behind. I loved how McCoy balanced things with Spock by providing Kirk with an alternative view point, almost like having a Devil and Angel on his shoulder the two providing constrasting views on everything and McCoy did a good job of being the moral and ethical 'voice' whilst also being very witty.
Pulaski I liked as she was basically a female McCoy and had a similar relationship with Data as the Spock/McCoy relationship from TOS. Although she was only on the show for one season I think she made quite an impact during that time.
As for Bashir I liked him as to begin with he did the 'young fresh out of the academy' role very well (and personally I think much better to Harry Kim) and I liked seeing his character develop over the years with him becoming a bite more cynical. His relationships with others particularly O'Brien and Garak were also big highlights.
