I would think having a staff is fine and good. Every Diplomat should have an assistant. Though, I wouldn't think your staff would be a Starfleet NCO or crewman. Starfleet crewman chain of command is to the Captain, XO, Department Head, etc. Additionally, I don't think there would be any crew just 'lounging' about.

Diplomatic staff should be from the Diplomatic Corps. If not, then why the need for a Diplomat when a Starfleet Captain can (and does) serve in that capacity?

With that said, I would think a "Liaison" is very appropriate, if not needed. Probably an collateral (i.e. additional) duty for a junior officer (Lieutenant JG or even Ensign). In fact, selecting a main character would be doubly great. Could be a great way to expand another character's story and have some great back and forth scenes. Career Diplomat (Sam) and Starfleet Officer (whomever).

Yep it's the reverse of ours. Last Name first, First name last. Ro Laren and Kira Nerys from TNG and DS9 respectively. Ro and Kira are their last names so most call them by those, friends and family might call them by their first name but for most people and crewmates it would be their last name you'd call them by..

Scars can be short-term though as the Sickbay is equipped with Dermal Regenerators which heal most skin wounds such as scars?

Kirk, I would volunteer A'Mand getting wounded. As Counselor, A'Mand is not likely to have a combat role on the bridge unless several layers of Command were ... removed. And I don't think we want that to happen so early in the series
