Romulan Fleet Uniform

I was trying to set up the fleet uniform on my Romulan but it won't load the template (from the top drop down). I can't set it individually because I can't locate the Romulan Tal Shiar uniform pieces. Can someone tell me which appearance set I need to purchase in order to set up the fleet uniform?

If you look at this thread HERE it will detail the Romulan Fleet Uniform for you, although the Imperial Guard doesn't exist anymore

If you don't have the Tal Shair uniform pieces yet, you may not be far enough in the Romulan story. It unlocks during a certain mission, can't remember the name of the mission off hand.

You will need to reach level 16 and complete the mission " An Inside job". This uniform is still worn at community events that requires a uniform.

Agreed. It's handy to have it in a slot because I will often bring my Romulan Tac to SFO events.

I have come up close for now, using the survivor uniform as a stand-in, but I just won't take her to any community events. I have been leveling her through the assignments instead of missions so she is still working on the first episode, From the Ashes. Thanks for the information - now I have a reason to work missions some more

Though the updated "Fleet Uniform Standards" are being finalized and soon will be released...

I can say that SFO and HoK Command staff along with the Head of Starfleet have agreed to allow the TNG Tal Shiar (C-Store) an another alternative for Romulan characters in SFO or HoK.

There is a fleet variant available if you haven't yet unlocked the costume through mission progression yet. You are more than welcome to come to fleet events!
