I've been blitzing through the story mission episodes a lot these past few weeks and it's interesting how some NPCs can leave an impression on you, in terms of emotional investment or sheer annoyance/frustration.
What are some of the characters you enjoyed interacting with the most, or would dearly love to jettison into the nearest class-O star?
For me, I weirdly got attached to Captain Va'Kel Shon. He's a smokin' Andorian, always shows up in the nick of time and even tried to sacrifice his ship so we could escape. I really didn't want him to die and actually exclaimed out loud with happiness when I saw that he'd survived.
I also felt somewhat bonded to Tuvok, we went through a lot together, and I especially liked Mindscape as a way to explore his psyche.
Which brings me to Cooper. OH MY GOD. From the very first sentence he uttered I knew I would despise him. It probably didn't help that I did some of those missions out of order. (Mindscape before first meeting him on some research planet - so the betrayal stuff was all out of chronological order). But yeah, his face, his voice, everything about him was grating.
Burgess seems like a pompous rear-end too. Just the kind of Starfleet officer who only pays lip service to the idea of respecting other alien cultures. Kurland was a big let down from the likes of Sisko, but eh, what can you do.

I found her a little annoying too, but then again she's always been arrogant and megalomaniacal. I actually felt sorry for her (a tiny bit) when she was lamenting about how the Romulan Empire had been stripped of its former power/prestige. What happened to the Romulans was pretty tragic. But yeah, her understandable rage at what happened to her homeworld is still no excuse for her machinations. I think she is well-written as a despot clinging to the last vestiges of tradition and power that she can.

Um, Dr. Cooper was actually an okay person in his only appearance.
The annoying Undine who posed as Cooper though, Gods I wanted to kill him.
The character I liked the most NPC wise, is probably the Captain in I think Alpha. I was entirely expecting a total betrayal by him, yet he was truly the great warrior that he was made out to be.
I think my most hated NPC is Tovan Khev. Hold on! I know I say I like him, but I mean as a character. I don't like the fact that we're entirely forced to have him as a Romulan character and I think the Romulan storyline would benefit from him leaving your ship and becoming his own Captain at the end of it. You both depended on each other for that part of your journey, but now that that's over and with his sister found, he's going to strive to be on his own.
It would also give the Republic another character that you could depend on for cutscenes and stuff later on.

Tom Paris, and his entire "misfit" crew in that episode where they wanted to advertise the pilot ships. Hated them, hated the episode. When that one bit the space dust, I was like "One down, more to go." Miral doesn't count.
NPC's that I like are Commander Jerrok and Obisek.

The repetitious ones, "Kurland here." and "I'm here to help." are my least favorite because they are so poorly developed and the missions they are presented in are tedious and make little sense. I really like Sela because her character is both easy to understand and developed well enough that I can still be surprised.
I've been both excited and irritated with the injection of Voyager characters, particularly with Harry Kim and Tom Paris. Kim really makes me angry when he is disappointed with us upon failing the Korfez mission. I think it's a subordinate attitude of a mere captain to openly express disappointment in an admiral. I never felt like either Kim or Paris developed into anything more after they left the show. Kim was basically the same person, only as a captain. He is somewhat capable, but far too reliant on others and always seeking approval. Paris is far too nonchalant about his role as captain. He's somehow pumped up to be a specialist, but then he retreats in the face of danger and only continues when a Klingon is going to show him up. It seemed like we were basically towing him in that mission and that didn't make it any fun at all.
Finally, Commander Jarok. She has a ton of potential as a great character, but the last few episodes have had her pining for the old Romulus. Her disappointment when Romulus was restored as a Borg colony is understandable, and even if the timeline was changed and she didn't remember it, I think it had an impact on her. She was hella annoying Butterfly Effect, but if the writers take what they've created in her, they can develop into an amazing story arc with Jarok at the center. Romulus has a lot of unresolved issues and the split makes it look like the Tal Shiar are the bad guys while the 'real' good guys go off and make a new society. However, the Republic is not addressing the characteristics in themselves that make them so good at being bad and that repressed anger will surface and probably with little impetus. We've already seen some Romulan Republic characters getting worked up far too easily. At the moment, Jarok is confined to only one dimension, but if she is allowed to express and develop her resentment, we could watch her character turn into the Federation's next big challenge.

I've just finished 'All That Glitters' and the Vaadwaur Gaul is now on my 'die horribly, preferably slowly' list. He's well-written, though, so...not so much annoying as rage-inducing. Poor Neelix and his people.
I agree that Commander Jarok has potential to be a stand out recurring character, but only if the writers develop her more. I think her voice actress is fantastic, though.
I loved the twist about Obisek, in that you meet him first in the alternate Tholian timeline/'verse. He's definitely an interesting addition and I'd like to see more of him. I'm glad that he had some layers and wasn't presented as just a villain/obstacle to defeat.
Was Cooper really himself when he is rescued on the planet that gets destroyed by the Undine? It was confusing to me to work out since I'd accidentally played the eps out of order.

I don't know...maybe was just me but it felt like they wrote her to go a little bit to blindly overboard that episode...I mean you know something is wrong when a Klingon is the voice of peace and reason lol.

shes actually one of my favs. it sounds like the voice actor actually cared and you could feel the emotion in all her lines. but my least fav is by far sela. damn that job felt phoned in, especially in the ent-c mission (temporal ambassador?)
