I am curious if this TOS faction will be the only characters that can use the Temporal Ships, like the Romulan faction can use the ships of the FED or KDF but only they use warbirds, will it be the same for this faction or will they be available just be any FED character, it they don't have something that is only available to the TOS (other that the TOS beginning missions) I wonder if people will take a new character to level 60 or just run through the TOS missions and then kit out an existing level 60 fed character with a temporal ship.

Any character can access the Temporal ships from the pack. Only TOS characters can access TOS missions and such. As for me, I will get a level 60 TOS toon for all those Temporal Recruit Rewards

I'm a little confused by what you mean? Do you mean when does it go live? Cryptic has not given a release date other than Summer 2016. Where is it on the internet? You can find that info here.

We've got a little more than just "Summer 2016". Per their own FAQ page, Agents of Yesterday will be released sometime in July, probably soon or right after the summer event.

Summer event announced with an ending date of July 21st, so we'll likely see AOY starting on the following Tuesday, July 26th... Maybe

The news post is now out. The summer event starts at 9th June and ends on the 21st July. I'm guessing end of July - First week of August we get to see AoY.
Already stated the end date for the summer event and the likely start date of AOY previously. I believe we can come to a conclusion (or best guess) that the start date for AOY will be July 26th because of three other bits of information we have to go on:
- The FAQ for Star Trek: AOY states that the expansion will be out in July
- STO doesn't usually overlap large events
- Expansions historically begin on a Tuesday.
Using that information--and assuming Cryptic hasn't changed their minds on the start date/month--the last Tuesday of July that won't have an event (the Summer event specifically) already going on is July 26th.

Star Trek Online: Agents of Yesterday will launch on July 6.
The third expansion for the Star Trek-themed free-to-play MMORPG celebrates the 50th anniversary of Star Trek: The Original Series by transporting players back in time to command era-appropriate ships and explore the galaxy. Agents of Yesterday also brings back iconic characters from Star Trek: The Original Series and introduces classic playable starships, including the infamous Enterprise, Constitution-class ship.
Agents of Yesterday brings Star Trek fans and Star Trek Online players closer to Star Trek: The Original Series - the beloved series that served as the building block of one of the most popular science-fiction franchises. Fans will be able to take on the role of a Captain from Star Trek: The Original Series and visit multiple locations taken directly from the show, including Taurus VII and Edren (the Gorn Rock Planet). In Agents of Yesterday, five new playable starships from Star Trek: The Original Series will also join the classic Enterprise, Constitution-class starship, including the Daedalus-class Science Vessel.
In an effort to immerse players even more into Star Trek: The Original Series, Agents of Yesterday will feature an exciting cast of characters voiced by beloved Star Trek actors. This includes Chekov, played by Walter Koenig and Montgomery ‘Scotty’ Scott, voiced by Chris Doohan, son of James Doohan. The expansion will also feature the return of Admiral Leeta, reprised by Chase Masterson, and introduce Temporal Agent Daniels from Star Trek: Enterprise, played by Matt Winston.
