    JC had me revive my old account for STO, but during the Mission: Assimilation (Tour of Duty), the mission says talk to Commander Kelly, however I cant seem to interact with him.

    wow, you're stuck in the old tutorial? I don't think there's anything that can be done for you honestly, you may need to delete and start a new character, Agents of Yesterday just launched and the bonus' from the temporal agent system are great.

    Highly recommend starting a new character, as others have stated. The tutorials have all been reworked, and are some of the highest quality content in the game right now.

    Additionally, the current bonus for Temporal Recruitment is pretty awesome, and makes the "grind" for said Temporal Recruit considerably less than any other characters.
