Bozeman is a good ship, and it's probably the best frigate in the game to date. However, we already got another C Store ship that's better then the Bozeman. The Terran Adament is basically the tactical version of the Bozeman. Both are Intel ships, both have a lot of universal seating, both have raider flanking, both have a cloak, both have 5 forward weapons. The big differences are that the Adament has Cmdr Tac rather than Cmdr Eng, it has 2 less aft weapons for an experimental weapon, and it has a Lieutenant Temporal instead of Lieutenant Intel.

The trait is okay at best. Sure, 100% crit chance is flashy, but, we don't need more crit chance in the game, especially intermittent crit chance. If you also consider the uptime of the trait, the avarage boost to crit chance is much lower, at 25% (it's much less than this if you consider a lot of the crit chance will be wasted from crit chance capping at 100%). Even worse, to increase the uptime of the trait, you need to use Intel abilities like Surgical Strikes. However, Surgical Strikes innately gives your weapons a significant crit chance boost anyways, so why would you need the trait in the first place?

The Cabot is full Command, so it probably will make a solid torp boat, so it will probably be the "best" for big DPS numbers of these 3, at least on torp-friendly maps like ISE.

Something to also be aware of is that all 3 of these ships will also have fleet versions coming out too. It was mentioned in the stream, but not many people are talking about that part. Unfortunately we didn't get to see the fleet versions, so these ships have a mystery bonus console slot if you upgrade. The blog is supposed to drop tomorrow so hopefully we'll get that extra tidbit then.

I don't see that to be that useful there are better Traits that give you a constant buff versus one that can only be used every 40 seconds and you can already get to 100% CrtH.

That trait is to sell the ships it looks good but practically it is terrible.
