Neutronic Eddies is a very good console. It can produce some very high dps numbers, but be mindful of where and when you deploy it. It has an insane tendency to toss targets all over the map! Use it as a finisher...especially when there's a powerful grav well around. Don't use it first thing in an ISE! It will throw the spheres all over the place, and you'll not be making any friends out of your teammates! If used properly, it will add a significant amount of dps to your total...used improperly, you'll be trolling your team, and yourself! I average 30K-80K additional dps, using Neutronic Eddies, so I do carry it with me, but I've learned to use it more judiciously, after having a few unfortunate incidents.
As to whether or not it's worth 500 lobi to unlock, I cannot answer that for you. It's a fun console, but I'm only going to give you my opinion on it in this post. If it sounds worth it to you, then get it and have fun with it! Just please don't troll me with it, if you do get it!

As Morris said, it's a damn good console for what you get but with a few caveats to how it works and is deployed. When you hit the console to generate the eddies; they will spawn at your current position. For example, you can use it on the last Tac cube in ISE if you park on top of it and generate the eddies, this will cause eddies to spawn on all 4 sides of the cube and do some really decent DPS.
It's one of the few consoles that requires an understanding of positioning and when to use it. Otherwise its worth a slot!

The ship itself has an interesting, almost insectoid look to it, and like all Risian ships is pretty agile for a ship of its type, in this case a sci boat. It has a secondary deflector, but no specialization mechanics and only 1 seat with a pilot specialization, which isn't much help for most sci builds.The trait is underwhelming for the most part, adding a power level buff to nearby ships and adding a pretty small DOT effect to any anomalies. The console as Morris and Solace note can hit pretty hard if used right, but it will overwhelm gravity well grabs and other hold/repel effects. I personally haven't used it much because it was causing me massive lag from the huge vfx associated with it and totally killing my dps, but I think the recent rubberbanding fixes might have alleviated that particular problem for me at least. It isn't a bad ship all in all, but depending on what else you might spend the lobi on instead, it may or may not be worth it.

I have the same situation as Jestersmith with just a slight lower price tag of 350. I'm wondering if or when I should upgrade my Glenn-class sci boat. I have no real real idea what to fill in the additional universal slot or additional starship trait.
It sounds like you use Neutronic Eddy like Delayed Overload Cascade III ability as a finisher. I use it sparingly and as a last attack to finish off a group of enemies and make them not scatter around.
Anyway, thanks for the discussion and your comments here, helps me as well to decide if I shall do it.

There are better options out there for filling traits than what the summer event ship offers. The DOT just doesn't do much damage, and for space wizadry builds you should already have your Aux power level set to 100 anyway, so the power level buff probably isn't going to do much for you either, if anything.
The console's clicky offers a good finisher, but it flings ships around one of several vortexes like ragdolls during the effect so it won't be something you can spam without annoying your teammates, and aside from the clicky it only offers 7.5 to Aux power and a 3.4 to Drain, which again will likely have little or no impact on your performance. Depending on what you have already, you might be better served just going for one of the Lobi store consoles or even just grabbing an Exotic Particle Focuser or something for extra EPG to fill that universal slot.
At the end of the day, I'd say the summer ship was a fun ship, but not a "must have" in any regards so for those who missed out there is probably always going to be more effective ways to spend your lobi.

I haven't actually tried out the console myself...can a grav well handle keeping them in place? Gonna need to stack some control expertise I imagine?

A very powerful gravity well will usually keep things from getting too out of hand, but the eddies can be very violent, so expect a yoyoing mess of enemies being flung out, then falling back in again.

Keyword "usually." From my experience seeing others use Neutronic Eddies, I find it quite annoying how the enemies bounce back and forth making it hard to for me to time my anomalies, which should be right in top of my gravity well, not 3 km away from it.

The contrast in your responses is why my statement was intentionally broad. Generic Gravity Wells (GW1) are usually used on non-science ships. They are generally good, but not the most powerful...especially without a lot of points in Control. Captains piloting science ships usually use Gravity Well 3 (GW3), and are usually highly skilled in Control, among other science oriented skills. As Bridger described, this type of captain should have no problem containing a mob, with or without a Neutronic Eddies storm in the mix. Those using less powerful Gravity Wells will have a more challenging time containing mobs, especially when also affected by Neutronic Eddies and/ or Delayed Overload Cascades. That is why I just recommend Neutronic Eddies and Delayed Overload Cascades as finishers, unless you have a strong/ skilled science ship yourself, or in your group....or you are just attacking a single target, in which case, anything goes!

I have a quick question about the Electrified Anomalies trait....does anyone know if it works with Very Cold in Space? I was curious since it kinda is a anomaly, and very similar to ionic turbulence except instead of debuffing resistance it does damage.

Don't have the Electrified Anomalies trait to test but I do have Very Cold in space and I thought it was a Hazard/Movement Debuff that caused Cold Damage and not an anomaly I may be wrong as I say I don't have Electrified Anomalies to test as I never bothered with the lobi buyout

Well I ask because it's so similar to ionic turbulence and ionic turbulence is considered a anomaly....it isn't mentioned on the wiki so I was wondering if it's because it doesn't count or just wasn't listed.
