These types of questions would be best put into the Build Discussions section on the forums
You can run a ship with beams, cannons, exotic damage or a torpedo bomber if you like.
In terms of things like damage types, typically Phaser, Disruptor, Antiproton, Polaron or Kinetic (<-- Typically torpedo boats). I would recommend running Beam Overload over Fire at Will as Beam Overload is performing better than Fire at Will currently. There are some nice traits that buff Beam Overload (Preferential Targetting (T6 NX) and Superweapon Ingenuity (Xindi Primate ship (Lobi)).
Typically a Meta is decided when people post high damage builds, people tend to copy them and use that build, it becomes common and people call it the new "Meta". For example Phaser is quite popular right now so you could say that damage type is Meta because there are plenty of consoles, equipment sets etc. that help buff Phaser Damage.

Just to add on to that it might seem expensive to get the best build which it is but its doable with rep gear and some free/cheap traits, although the meta is usually the go too doesn't mean it's for you, your play style could be completely different to the average player, you might be an engineer character who wants to do dps like Morris does, or run Tac with beam fire at will like I do because it looks cool having all the beams 😛 hell I've even seen the mine boats more frequently so it all comes down to play style this game has a vast amount of skills,weapons, traits etc. But as solace said the build discussion section is the best place to get ideas and info,from everyone who plays and then you can go with the right path for you

I asked because I've always been curious about metas. I already know it's not for me. I like to do my own thing and not worry about high DPS. I let others worry about that while I have fun. Experiment. That's my thing. :D

I’m exactly the same. My STO captains tend to have quasi-canon (as opposed to cannon ) builds in that my ships have a combination of fore and aft torpedos with a few beam arrays (or cannons / turrets) fore and aft as well. I semi-role play my way through the story missions so it’s important to look the part while fighting to the death (not always my death - so I must be doing something right). My point of view is if it gets me through the story and normal TFOs then I’m having fun and I don’t care about the numbers.
